While I have been unemployed, I have reviewed hundreds of different resume formats and each does the exact same thing. Each details what you have done in the past, but they don't seem to tell an prospective employer what you can do.
So, a combined or hybrid version is one that I have been using for the past couple of weeks and I have been getting more phone calls because it. In fact, I was talking with one recruiter about it and she told me that the resume that presented her was fantastic. She had worked at AT&T as a recruiter. It covered everything she needed to know about me and what I'm capable of doing for the company. In fact, I got 2 telephone interviews from it this week and a face to face scheduled for Saturday morning. Tell me how many interviews do you get on a Saturday morning. Not many.
What makes the combined or, as I prefer to call it, the hybrid resume the best format is the combination of a chronological and functional resume. It has often been told to me that you should have at most 3 or 4 resumes that stress different aspects of your abilities. Anymore than 4 would cause you to spend more time managing the resumes than managing your job hunt.
Also, stay brief. I used a format that turned my resume into a book. No one really read it. Considering the number of people out of work, you really need to move to a brief and quick resume that states what you can do in the first half of the the first page.
If you keep it brief and you tell the recruiter what you are able to do, you will find that they will read more of your resume. My high school English teacher told me that a person should write like a bikini. You cover all of the important parts and you keep it short to make keep the readers attention. A resume should be the same way.
